New Comfortable Home Rebates Program

By now, you’ve probably heard that the AC Quality Care and Advanced Home Upgrade Programs have been combined into a new Program: Comfortable Home Rebates.

While nothing changed for contractors and customers during the transition, there are some important updates coming. Please be sure to check your email for updates or check our ACQC or AHUP Newsletter Archives for copies of the latest e-blasts, while we continue working on our new Program website.

Here’s a summary of the changes:

  • There are two customer participation pathways: Maintenance and Retrofit.
  • Comfortable Home Rebates is a pay-for-performance (P4P) program and is required to follow CPUC issued rulings for P4P programs.
    • By participating in either Pathway, customers are agreeing to share energy usage data with Franklin Energy.
    • Customers need to have lived in home for at least 1 year to create a “baseline” of customer energy usage.
    • Customer cannot be planning to move for at least 2 years after participating, so energy savings from Program participation can be tracked.
  • Rebate checks will be issued by Franklin Energy instead of PG&E.
  • New Program Participation Agreement will need to be signed for 2020. 2020 Participation Agreements will be available in March.

In addition to the Program-wide changes, Pathway-specific updates will be occurring starting April 1, 2020.

Maintenance Pathway

  • The rebate amounts will increase for the smart thermostat (to $125) and blower motor replacement (to $250) measures. New rebate applications reflecting this will be available in April.
  • Measures cannot have been claimed for 2 years.

Retrofit Pathway

  • Customers will be required to sign a Customer Participation Agreement, in addition to Share My Data.
  • Pre-install documentation will be limited to a signed Scope of Work, signed Customer Participation Agreement, and Share My Data email confirmation.
  • SQA forms will no longer be required.
  • Picture and documentation requirements will be scaled back. See the 2020 Job Submission Document Checklist for further details.
  • Maintenance measures will be available to Retrofit jobs as HVAC measures
